Union City Borough approved a retroactive easement with property owner Anthony Hickey on Aug. 13 to allow the borough to install a catch basin at 104 East High Street and to accept responsibility for two catch basins and approximately 60 feet of pipe between them.
PennDOT is installing a catch basin at the location; the borough's arrangement requires the property owner to dig and maintain a ditch and install a pipe between the PennDOT basin and the borough catch basin. Solicitor Tim Wachter will draw the easement agreement; council approved the retroactive easement by motion (unanimous).
Councilor Osborn moved and Councilor Kerns seconded the motion. The action formalizes the stormwater connection strategy at the property while shifting responsibility for ditch maintenance to the property owner under the easement terms.
