Council members say grant application was not vetted; ask for grant assurances and cost accounting

"We haven't seen the grant application that has been developed. We don't know what the grant assurances are," Council member Bartels said during the discussion, asking whether any legal review had been completed. The presenter and staff said they had been working quickly to prepare an amended application and that legal review and a financial impact statement had not yet been completed.
When asked on the record whether the presiding officer had reviewed the assurances, the presiding officer responded that he had not reviewed the grant assurances but would vote to proceed with the application. Council directed staff to provide grant assurances, a financial impact statement and a staffing/time accounting before any future request to commit city funds.
