Family childcare provider urges Monroe to align city zoning with state licensing

Jillian Neumeier, who said she lives at 1620 23rd Ave in Monroe and operates family childcare, used the public‑comment period to ask the Common Council to revise local zoning so in‑home providers can reflect a state law that added a 'large family childcare' category.
"I'm asking the city to look at the zoning code for family childcare to be able to increase the number of children we can have at a time to reflect what the state is doing," Neumeier said. She explained that current local zoning caps in‑home care at eight children under the city's square‑footage rule and asked for two items: (1) a personal exception to raise her ratio to nine when her daughter begins full‑time kindergarten, and (2) a city review of the zoning code to align with the state biannual budget changes that introduced the new licensing category.
Neumeier described the technical limit in local code—35 square feet per child in the home—and said she could meet the spacing requirement for an additional slot but needs either an individual exception or a code update. The council did not take immediate action during the meeting; the item was recorded as a public comment for staff and council consideration.
