Chairman Lucas Heinen moved the Commission into multiple brief executive sessions during the July 20 meeting to discuss duties and performance of non‑elected personnel.
The first recess occurred at 1:17 p.m. (3 minutes) and a second at 1:21 p.m. (8 minutes); both returned to open session with no action taken. In the afternoon, County Clerk Nicole Lee requested a 5‑minute executive session beginning at 3:30 p.m. to discuss performance of non‑elected personnel; that session was extended five minutes to 3:40 p.m. A final 10‑minute executive session began at 3:41 p.m. with Solid Waste Director Brandon Rader present by phone. In all instances the minutes state the sessions were for "discussing the duties of non‑elected personnel, to protect the privacy interests of the employee," and that no formal action followed.
Because these sessions concern non‑elected personnel, the minutes record attendance and the stated purpose but report no votes or personnel actions taken in open session.
