Discussion focused on how the reserve would affect short-term project funding and future levy calculations. A commissioner moved "that we establish a cash reserve for the gaming tax fund" and the motion was seconded and carried after a roll-call style vote; meeting discussion recorded the final tally as 4–2. Staff told the board the reserve could be built up over multiple years and would not necessarily reduce property-tax relief in the current year because of how receipts and transfers are coded.
The board asked finance staff to provide updated trends for casino receipts and an implementation plan for the reserve at a future meeting so the board can confirm the timing of transfers and any levy impact. The board directed staff to prepare a resolution specifying the dollar amount and the mechanism for creating the reserve.
