Head Start operator change announced; county told of worker‑adjustment notice

Laura reported that “on July 31 we received a warrant, which is a worker adjustment and retraining notification,” notifying the county about an upcoming Head Start change. She said the Community Development Institute (CDI) has been serving as an interim operator and that RECAP in Orange County was awarded the grant.
"Their intention is to obviously interview and keep the staff and add where needed," Laura said, and she told board members the new operator aims to take over on Nov. 1 with no interruption to services. She also said she was arranging meetings with RECAP leaders — including the CEO and early childhood director — and county partners to support the transition.
Board members responded with brief thanks and asked clarifying questions about continuity and funding; Laura said funding for the program is in place and that the five‑year grant is renewable based on performance. The board did not take a formal vote during the report; the change will return to the board if final approvals or additional county approvals are required.
