County Assessor Michele Bartlett said the Ringers refused to allow an interior and exterior inspection, which prevented the assessor’s office from verifying the property’s condition; because the inspection was denied, Bartlett said no recommendation could be given on that portion of the protest. The assessor noted, however, that Department of Revenue guidance suggested the assessor’s office could consider changing the home's quality rating from 3 (average) to 2 (fair), change the foundation type from concrete walls to treated wood basement walls, and add 12% physical depreciation.
