Public works opened four bids on the 25th and recommended the low bid of $1,220,000; the engineer's estimate had been $1,760,000.
A public works representative said the four bids were unusually close and that the low bid was "a good, solid bid." A council member praised staff for bundling the preservation work with the roundabout, noting the approach produced "a true savings of nearly $500,000." Following a motion and a second the council voted in favor and the mayor declared, "Resolution F476 carries."
One council member cautioned that very low bids can later lead to change orders that raise costs; public works responded that multiple close bids suggested the bid reflected true market numbers.
