Board told South Cobb Health Complex still needs roughly $8.5M in ARPA funding; staff proposes interest and health‑board dollars

During the ARPA update, staff called attention to the South Cobb Health Complex as a major capital item that remains on the county’s ARPA watch list. Bill Volkman said the project has $9,700,000 recorded in the county’s ARPA ledger, with approximately $8,500,000 still to be spent.
Volkman said staff anticipates covering the remaining ARPA obligation with a combination of Cobb‑Douglas Board of Health dollars and ARPA interest income and described a plan to avoid using general fund or property tax dollars. “We do anticipate covering that with board of health dollars as well as interest dollars and not asking the board for any additional dollars to come forward. No general fund dollars, no property tax dollars, none of that,” Volkman said.
Commissioners asked for follow‑up on timing, zoning and procurement milestones for the health complex; staff said it will walk the halls with each commissioner to explain the strategy and will bring recommendations back to the board during the closeout process.
