Zoning administrator asks for clearer solar-permit enforcement; board directs letter and stop orders for noncompliance

Zoning Administrator Cori Kaufmann and SECOG Planner Sean Hegyi reviewed proposed updates to Ordinance 2020-05 for accessory and commercial solar energy systems at the Sept. 5 meeting.
Kaufmann raised problems with non-permitted solar structures and asked for guidance on permit procedures; the current ordinance provides for doubling the permit fee when someone doesn’t obtain a building permit. Kris Tott suggested posting the building-permit requirement on the county website to help newcomers comply. The board instructed Kaufmann to follow the existing ordinance, issue letters describing the penalty and cost when construction begins or completes without a permit, and, if individuals do not comply, to have a stop order issued and served by the sheriff.
The discussion was procedural: the Planning Commission was convened to hear the presentation and then reconvened as the Board of Commissioners. The changes under consideration are intended to clarify permitting and enforcement for both small accessory solar installations and larger commercial arrays.
