Rail-trail work resumes after soil-testing scare; county to authorize MOA with Fallsburg, commissioner says

Commissioner Heather reported a soil boring at the Neverson Crossing of the O&W Rail Trail revealed more mud than expected, but she said updated testing showed a redesign was unnecessary and Reeves Excavation has been green-lighted to resume interim grading.
"Updated testing revealed that we do not have to worry about a redesign," Heather said, adding the project remains on track for completion next year. She told legislators the trail work has two funding sources: $100,000 from Friends of the Upper Delaware River and a separate amount previously authorized by the legislature that is currently in the county fund balance (the amount in fund balance was not specified during the report). A resolution on the agenda would authorize memoranda of agreement with the town of Fallsburg so the county can reimburse the town for completed work.
Heather stressed this is not new funding and described the MOAs as a mechanism to enable payment for work already approved by the legislature. The update cleared a key engineering concern while advancing the trail toward construction.
