Staff: county projects advertised widely; contracts require state wage rates

An attendee asked whether jobs from the project would be awarded to union contractors. John Shrewsbury replied that the county advertises its projects to the general construction community and includes requirements in county contracts to pay state wage rates. "All of our projects get ... advertised and bids to the general construction community," he said, and staff added that contract requirements include paying state wage rates that are policed diligently.
Glenn Henninger said the county uses a prime contractor model and that workforce composition details are determined during contracting. Staff said they do not set specific contractor workforce makeups at the planning stage but that prevailing wage and contract enforcement provisions apply.
