Selectboard moves forward on South Village Wastewater funding; agrees to contractor work hours to meet spending deadline

The Londonderry Selectboard authorized two funding steps for the South Village Wastewater Segment 2 project and agreed to proposed contractor work hours intended to help meet an urgent spending deadline. Town Administrator Aileen Tulloch sought authorization to submit an EDA Disaster Supplemental Grant Program application; the board adopted a resolution authorizing the Town Administrator as the MAO to pursue the grant, though the application amount was to be confirmed before submission.

Chrissy Haskins of Dufresne Group reported the town’s earlier CWSRF loan application (previously approved at $515,700) may qualify for a 50% subsidy, effectively doubling the original scope and producing a loan amount of $515,517 with half potentially forgiven under V.S.A. § 4755(a)(4)(D). The board adopted resolutions to increase authorized indebtedness and to permit forgivable indebtedness; the motions passed unanimously. At a pre‑bid meeting, Haskins proposed construction hours of Monday–Friday 7 a.m.–7 p.m. and Saturdays 8 a.m.–2 p.m. through September (with possible additional Saturdays) consistent with VTrans constraints; the Selectboard consented to include those hours in a contract addendum. Board members noted the project must spend about $3.7 million by Nov. 30, creating scheduling urgency for the construction season.

The board directed staff to include the proposed hours in contract documents and noted that overtime and holiday work rules are subject to federal and state labor laws and contractor responsibility for associated costs. The town will continue parallel work on grant and loan paperwork before finalizing award amounts and terms.
