Selectboards find no Class III road at Monet Lane after site visit and hearing

The joint site visit and public hearing regarding Monet Lane began with a field inspection from Howard Hill Road, where selectboard members reported seeing only a VTrans-maintained apron, a culvert, cement abutments possibly from a washed-out bridge, and no clear evidence of a Class III road. The group recessed at 4:38 p.m. to travel to Windham Elementary School for the public hearing, which opened at 5:04 p.m.
At the hearing, Chairs Michael Pelton (Windham) and Tom Cavanagh (Londonderry) and members from both towns agreed there was not a Class III road at the site and that there was no basis to establish one. Minutes record the board’s conclusion that the culvert and adjacent land will revert to the landowner. No members of the public spoke at the hearing.
