Resident asks why OIR reports are hard to find; auditor clarifies contract and hotline process

Dan Romero, a Las Cruces resident, told the council he had trouble finding OIR reports and said the OIR website showed inconsistent report listings. He asked whether OIR uses AI in reviewing reports and how many agencies use category 3 reviews. "It's hard to find the original contract for OIR... Does OIR use AI to go over the reports?" Romero asked.
Viola Perea, City Auditor, responded that the nine prior OIR reports are available on the city's transparency audit page and clarified that OIR's contract is structured as a five-year contract with annual renewals and that the city renewed OIR for a second five-year period effective March. Perea also explained that by ordinance internal audit or the inspector general do not review hotline complaints involving LCPD or fire department employees; such hotline items are forwarded to the police department for investigation and, per the OIR contract, those hotline complaints are then forwarded to OIR for review.
Romero urged clearer public-facing materials and better website organization so residents can find reports and contract documents more easily. The city auditor and OIR presenters acknowledged accessibility and said staff would ensure the audit page contains the prior reports and attachments.
