The Cheney City Council approved a change order to add safety fencing around control structures and above-ground backflow devices associated with the city’s purple-pipe distribution system.
Public works staff described Change Order Proposal 14 and said the added fencing would enclose vaults, valves and backflow prevention devices in the schools and playfield area to deter climbing and unauthorized tampering. The proposal asked the council to fund $68,816.22 plus tax and contingency for installation by Clearwater Construction after bids were reviewed.
Council members raised child-safety concerns about the devices acting as an “attractive nuisance.” A council member moved to approve Resolution F-504 and the motion carried. Staff said the work addresses safety at parks and the elementary school and will allow safe access for maintenance via gates.
