Planning staff recommended approval of PD2026-008, a plan-development application to allow a manufactured-home park called "Memphis Jazz" at 3723 Thomas Street. Chloe Christian (DPD) summarized the location, split zoning, concept plan, minimum lot sizes, and recommended conditions from the Land Use Control Board.
"This is a plan development request to allow a manufactured home park," Chloe Christian said in the staff presentation and noted staff and the Land Use Control Board recommended approval with outline plan conditions (SEG 2630'2636; SEG 2700'2703). UMH Properties' representative Josh Whitehead and engineer Jeff York described the project as a two-phase development with amenities, an on-site detention pond, and approximately $20 million in site readiness costs. UMH said homes would typically be owner-occupied while homeowners lease the land; land-lease escalations are typically limited to 5% annually, the applicant said (SEG 2806'2813; SEG 2858'2869).
Commissioners asked about drainage and flood concerns, sewer connections, phasing and bonding, and whether conditions were acceptable to the applicant; UMH representatives said county engineering reviewed preliminary drawings and final civil plans would be scrutinized before construction. With no registered opponents and the applicant accepting staff conditions, the commission recorded 10 ayes and one abstention and approved the plan development.
Why it matters: The approval allows construction of a new manufactured-home community in District 1 that the applicant says will add taxable value and offer for-sale homes with land-lease options. Commissioners focused on infrastructure (detention, sewer), resident protections (lease escalation limits), and operational details.
What comes next: Applicant will submit final civil drawings and construction documents to the county and obtain required permits and development contracts before site work begins.
