Commission approves $639,742 payment to operate East Shelby Drive branch; commissioners question $2,367 materials allocation

Dr. Lasonya Hall, deputy chief administrative officer, said the funds cover personnel, materials and supplies and are included in the FY27 operating budget. "The funds before you that you will be approving goes to cover personnel costs as well as materials and supplies," she said (SEG 1279'1286). Dr. Eric Harris, director of Memphis Public Libraries, explained the FY27 materials allocation for that branch is $2,367 but that branches supplement local holdings from a shared collection of roughly 2 million items and twice-daily delivery.
"For materials and books for FY27, it is $2,367," Dr. Eric Harris said. "We have a shared circulation. We have about 2,000,000 books that are available for anyone to check out at any library," he told the commission (SEG 1330'1333). Several commissioners expressed skepticism that so little of the county contribution would be spent on branch materials and asked that administration provide the commission with the regular reports the supporting documentation referenced. Commissioner Sugarman and others said the branch serves as a critical free gathering space in her district and urged support.
Why it matters: The item formalizes county funding for the only county-owned library branch. Commissioners pressed the administration to provide the contract'required reporting and to consider additional funds for personnel after a citywide salary floor increased costs.
What comes next: The resolution passed with 10 ayes and one recusal; the administration agreed to provide reports and said they would ask the commission to consider an additional $75,000 for personnel in a future contract if needed.
