Council adopts code changes tightening rules for factory-built housing

On May 11 the Dacono City Council unanimously adopted Ordinance 1015, which amends Chapter 16 of the municipal code related to factory-built housing. Planning Manager Mark Doering presented the ordinance and answered council questions about how the code would apply to existing versus new installations.
Doering clarified that the ordinance "would not be required on existing homes; only if a permit would be needed for replacement, the new code would be required to be met at that time." Councilmember Bob Vince asked whether a single lot in a stick-built neighborhood could allow a tied-down unit without a foundation; Doering confirmed that would be permitted under the code as written. City Attorney Kathleen Kelly reminded the council that zoning requirements must be applied across an entire zone, and the council voted to adopt the ordinance on second reading.
The ordinance updates city standards for factory-built housing and will apply prospectively when replacement permits are issued.
