Senate concurs to put registry with Secretary of State in lieu of tort-claims board

"The main difference here is is that we gave this registry responsibility to the secretary of state," Senator Hickman said on the floor, adding that both he and Senator Wiggins agreed the tort-claims board was a better entity to handle the registry in the House version. The Senate moved to concur with the House and passed the concurrence by use of the morning roll call. The floor record shows the Senate agreed to the House change rather than sending the bill to conference.
