Council increases on-call construction contract caps to meet near-term water/wastewater work

Council approved a staff recommendation to increase the not-to-exceed limits on the city’s two existing on-call water and wastewater construction contracts from $5,000,000 to $6,000,000 per contractor. The contracts (with James W. Fowler Company and R.L. Ramer’s company) were intended to provide multiple on-call contractors for discrete projects; staff said the increase is needed to complete near-term work and that adding capacity will help deliver scheduled projects.
“Back in 2024, we went out for three on-call contractors… With only two contractors, we had $10,000,000 available in the contract amount. We need more to finish the work that we have in store here in the near future,” staff explained. A council motion to authorize the city manager to execute the amendments carried on voice vote.
Practical effect: each on-call contract’s cap increases to $6,000,000 so the city can assign or task those contractors for higher-value work without returning to council for each additional task order. Staff said the move is administrative and intended to avoid project delays.
