Public services directors Judd and Greg presented the department's 2027 operating needs and the capital improvement plan. They described a significant expansion of maintenance responsibilities (the village now manages about 68 miles of roadway, up from 54 in 2017) and rising service demand such as a 314% increase in leaf-pickup events.
To address workload, staff proposed adding a street crew member. Judd and Greg provided a cost estimate: roughly $58,000 in base wages plus $34,000 in benefits, or about $92,559 in total payroll at an average experience level. They also outlined opportunistic savings: a used grapple is available from another municipality for $12,000, about $20,000 less than new, and trailers (including an enclosed trailer for the sewer camera priced at about $4,200) would improve deployment and crew safety.
On a larger capital scale staff described a planned test well in 2026; if the test well performs to standards the village would build a new well building and infrastructure in 2027 with an estimated cost of $2,500,000. Trustees asked clarifying technical questions about the test-well process and about trade-off decisions for equipment versus longer service life on replacement schedules.
The presentation also flagged several road projects proposed for 2027 (Vinburn reconstruction with curb/gutter and sidewalks, Yorktown resurfacing, Hickory Lane multi-year work) and identified grant funding already secured (more than $2 million for reconstruction and signal improvements). No formal CIP appropriation vote was taken at this meeting; the presentation will feed into the budget and grant-financing decisions later in the year.
