City Treasurer (introduced at the hearing) presented Article 1, a proposed $2,400,000 TIF bond to fund public infrastructure in support of a 31-unit Stevens Branch Apartments project on Seminary Street. She said the project would use two underutilized city-owned parking lots and that the infrastructure package includes contaminant remediation, burying utilities, new water and sewer connections, improvements to a remaining parking lot, new green space and street paving. "Article 1 is to bond $2,400,000 through the TIF projects to do infrastructure in support of the construction of a 31 unit housing complex," the treasurer said.
She explained why the project is being financed by tax increment financing: because the TIF debt service will be paid from incremental taxes within the TIF district rather than from the city's general fund. She reviewed prior TIF work—including parking improvements, remediation behind the former Aubuchon's building, the Pearl Street Pedway and leveraging of a prior $2.2 million bond into roughly $5 million in combined improvements. Councilors asked for examples and the treasurer reviewed past outcomes and the state approval process; she also answered questions about the education tax and how incremental taxes are split and used to pay debt service.
