Council certifies delinquent utility balances to Ramsey County
Summary
After a brief public hearing with no public comment, the council adopted Resolution 2026-030 to certify delinquent utility accounts from the Oct–Dec 2025 billing cycle to Ramsey County for collection via property taxes; the 90-day delinquency penalty had previously been waived by Resolution 2026-015.
City Administrator Jessica Jagoe explained the city certifies delinquent utility balances to Ramsey County quarterly and that a list of accounts with unpaid balances from the October–December 2025 billing cycle had been mailed notices dated May 6, 2026. Jagoe noted the eight percent 90-day delinquency penalty was waived earlier by Resolution 2026-015. Mayor David Grant opened and closed the public hearing with no one speaking, and the council approved Resolution 2026-030 to certify the delinquent balances to Ramsey County to be added to property taxes payable in 2027.
The certification means the unpaid balances will be levied by Ramsey County against the respective properties; staff indicated the certification amount equals the unpaid balance on each account. No appeals or payment arrangements were recorded at the hearing; the council took the formal vote to certify the accounts.
