Sisters planning commission reviews annexation policy ahead of UGB amendment

City planning staff opened a workshop on annexation policy, explaining the city has an application to expand its Urban Growth Boundary (UGB) and needs clear annexation rules before petitions are accepted. Staff emphasized that once the UGB amendment is adopted locally and acknowledged by the state, property owners may petition to annex and the city must have criteria in place to evaluate those petitions.
"You're all aware that we have an application in to expand our urban growth boundary," staff said, noting the city could tentatively adopt the UGB amendment this summer and that the annexation rules would guide future petitions. Staff explained the draft would generally require at least a master-plan-level submission for most annexations and would include checks for whether the proposed development meets city land-needs, including roughly 180 acres of residential and 73 acres of employment and parklands identified through the UGB process.
