Arden Hills staff outline roadwork schedule and utility impacts; Highway 51 paving delayed

Public Works Director and City Engineer David Swearingen updated the council on multiple transportation projects and construction impacts across Arden Hills. "Old Snelling Avenue at Highway 51 has reopened to traffic and would remain open with minimal restrictions through July 4, 2026," Swearingen said, and he reported the southbound Highway 51 closure for paving operations has been pushed back to mid-September because of unforeseen utility conflicts near Glen Hill Avenue.
Swearingen added that pipe work in the Karth Lake neighborhood will begin next week as part of the 2026 PMP project, with mill-and-overlay work starting July 16 and Cummings Park Drive work postponed until after the city’s 75th Anniversary event. He also reported Xcel Energy is installing a 20-inch gas main along Highway 96 with lane closures expected and that an 8-inch gas main will be taken out of service in the coming week. Councilmembers asked about specific street schedules and maintenance responsibilities; Swearingen said he will provide a street map to the council and that contractors will maintain certain trails during construction.
