JDA reports hybrid approach for Rice Creek Commons; Council flags fees and affordable housing placement

City Administrator Jessica Jagoe told the Arden Hills City Council that the Joint Development Authority met June 16 in closed session to discuss attorney-client privilege related to litigation with Alatus Arden Hills, LLC and that staff are preparing materials on the Rice Creek Boulevard cooperative agreement for further JDA and council review. Jagoe said the JDA Advisory Committee received an overview of information the City Council will review from 2015 preliminary design and landscape enhancement concept plans and that work on a draft cooperative agreement will address fees, park dedication, land sale proceeds and developer expectations. Councilmember Tena Monson noted the JDA has long aimed to distribute affordable housing across the Rice Creek Commons site rather than concentrate it in one area; Jagoe said the hybrid approach and the 2023 term sheet’s expectations will be carried forward into the next agreement.
Mayor David Grant asked staff to consider recovery of city planning fees as part of the cooperative agreement. Councilmember Brenda Holden asked what fees the JDA currently covers and whether prior obligations (mentioned in the staff report) would carry forward; Jagoe said staff and county partners are working through those specifics. The council did not take formal action on the item but directed staff to continue drafting cooperative-agreement language and to bring detail back to the JDA and council.
