City told Rice Creek Boulevard mass grading will precede development; bidding and grading planned for 2027

Ramsey County staff told the Arden Hills City Council that the project team expects to complete mass grading and site preparation before vertical development and that much of the bulk earthwork will occur early in the construction sequence. John Mazzitello said the 2027 bid package will include site preparation and grading across the entire site and installation of Rice Creek Boulevard at its proposed elevation. "We are between $60‑$65 million," Mazzitello said when asked for a planning estimate.
Staff clarified that the mass grading referenced is intended to reach design elevations for the roadway and that private development sites will not receive private pad corrections as part of the public bid; developers will prepare their own building pads later. The team said the approach reduces rework to the public roadway and is intended to accommodate development truck traffic during subsequent development phases.
