At 5:30 p.m. July 23 the Board recessed to an executive session that included the governing body, the City Administrator, the Chief of Police and the City Clerk to discuss an individual employee's performance under the non-elected personnel exception KSA 75-4319(b)(1). The Board set a return time of 6:00 p.m.; at 6:00 p.m. the executive session was extended an additional 15 minutes and the open meeting reconvened at 6:15 p.m.
The minutes record that no action was taken following the executive session. Commissioner Banzet moved for the initial recess and the extension; Commissioner Truelove seconded both motions. The minutes do not record any personnel decisions or votes taken in open session.
