The Laramie Planning Commission voted unanimously to recommend that the City Council approve Plat 26-00024, the Cirrus Sky Technology Park East final plat, a four-lot subdivision for technology and office uses.
"So, I move to recommend that the city council approve the Sierra Sky East Face final plat based on findings of fact and conclusions of law," said the committee member who moved the motion. The motion was seconded and carried with all in favor.
Philip, a staff member, presented the plat in the applicant's absence and said the owner is the Laramie Chamber Business Alliance and the applicant is Inberg Miller Engineers. He described the proposed four lots as consistent with the 2018 preliminary plat and the area's suburban commercial future land use, totaling about 10.5 acres. Philip said the final plat does not authorize vertical construction; each lot's development will come later through the site plan process.
Philip described infrastructure that must be bonded at City Council approval: roughly 1,150 feet of sanitary sewer, 540 feet of collector street, 450 feet of local street, and about 800 feet of water line. He said that the preliminary-plat condition concerning construction or bonding for a traffic signal at 30th and Reynolds may be addressed at the site plan stage depending on eventual uses.
A commissioner asked whether data centers are allowed in the district; Philip replied, "Data center is a permitted use." Commissioners expressed support for moving the plat forward so the preliminary-plat framework remains active, and some urged the applicant to attend future hearings.
Next steps: the commission's recommendation will be forwarded to the City Council, which will consider required subdivision security agreements and bonding when it takes final action.
