The motion passed 2–1, establishing the city's intent to exceed the revenue neutral rate for 2026 budgeting purposes.
Administrator Jones told the board that, once preliminary budget numbers are compiled, the notice and publication of a combined hearing are required submissions to the Wilson County Clerk by July 20, 2025. To satisfy that requirement, the board voted to publish a Combined Notice of Public Hearing on the revenue neutral rate and on the 2026 budget, setting the hearings for Wednesday, Aug. 27, 2025 at 4:00 p.m.
The decision starts the formal public-notice process that allows residents to review the preliminary figures before the hearing.
