Council approves design contract to upgrade 1970s water mains, sidewalks in Young American neighborhood

The town approved a professional-services contract amendment with Dewberry Engineers to finish design work on a large rehabilitation project in the Young American neighborhood, where water mains installed in the 1970s have caused repeated line breaks and insufficient pipe sizes for current fire-protection standards.
Staff said the additional design work (about $94,000) closes gaps needed before bidding; the overall design package will total about $607,000 and construction is currently estimated in the range of $9 million for water improvements plus $7+ million for public-works street and sidewalk work. Staff emphasized that many sidewalks must be rebuilt to meet Americans with Disabilities Act standards and that stronger resident outreach is necessary to explain changes that may appear unnecessary to neighbors but address slope, width and accessibility requirements.
Council discussed outreach and timing and approved the contract; staff said they will coordinate water and street work to minimize repeated street disruptions and will return schedule and budget details in capital planning. As staff noted, upgrading mains to 8-inch pipe will improve fire protection as well as reliability.
