City staff and outside consultants presented a draft update to the city’s system development charges (SDCs), focusing on transportation costs and a consolidated 20‑year capital improvement plan. The consultants said the updated project list totals about $31.5 million in today’s dollars, of which roughly $16.3 million is SDC‑eligible growth share. "The entire suite of SDCs today is currently $22,036," consultant Steve Donovan said. "With this increase, it would go up to $26,001.00." The consultants noted statutory notice requirements and said they had sent 90‑day notice in mid‑February and planned to bring a resolution to the council on June 10.
The presentation outlined methodology (PM peak‑hour trip generation, project allocations, escalation/annual indexing), and consultants said the transportation SDC is just one part of a package that also includes charges for water, sewer, parks and storm. Councilors raised concerns about housing affordability and asked about phasing or credits for certain housing types; the consultant and staff said there are policy options (phasing, deferrals, credits) but that phasing reduces the city’s near‑term ability to fund projects. Staff will continue outreach to the building community and return with any recommended policy decisions ahead of a June resolution.
