City staff proposes five‑member Public Art Advisory Board; council to consider resolution in May

Assistant City Manager Carrie Prosser presented a draft resolution to establish a Public Art Advisory Board that would advise the council and staff on public art initiatives within Sisters. “This is an advisory board to the city council, with staff providing guidance and recommendation on public art initiatives within the city of Sisters,” Prosser said, describing a five‑member panel appointed by the mayor and approved by council.

Prosser said the board would include at least one representative of a local arts or cultural organization, two practicing professional artists or people with public‑art experience, two at‑large community members interested in arts or community development, and one non‑voting city council liaison. Members would serve three‑year staggered terms; the first group would be staggered (some two years, some three) to avoid simultaneous turnover. Prosser also noted the council could prioritize the board’s initial work — for example, reviewing the existing public art policy or identifying initial projects — and staff would return with a project list for council review and prioritization.

Councilors voiced general support and asked for broad, inclusive language about art forms and membership. Prosser said staff would refine the resolution language and return the item for adoption at the next regular meeting; recruitment would open after council adoption, with interviews and appointments targeted before the summer recess.
