Council adopts recoupment policy, approves impact-fee study and CIP changes to fund major transportation projects

Castle Rock’s council approved a set of linked actions to accelerate transportation funding and planning: a policy for recouping costs related to the Crystal Valley Interchange, direction to begin a comprehensive impact-fee study, an amendment to the 2026–2035 capital improvement program, and authorization to contract design services for the West Loop Road roundabout.
Staff explained the recoupment policy would distribute the $35 million recoupment amount by zones based on estimated trip generation and usage; in practice, that means future urbanizing properties that rely on the interchange would be assessed a proportional contribution. Town Manager Dave and traffic staff said the recoupment amount is intended to be transparent and applied only if a property urbanizes and seeks annexation or development approvals.
Council also directed staff to commission an updated impact-fee study that would re-examine transportation, fire, police and parks fees, noting current project lists of roughly $300 million in unfunded transportation needs and annual impact-fee revenue around $12 million. The council approved a contract encumbrance of $388,000 for roundabout design, with $61,000 set aside for potential property acquisition; design services are expected to produce 30% plans by fall and construction to start in spring 2027 if timelines hold.
On motions, council passed the recoupment policy, the CIP amendment and the contract award unanimously and directed staff to continue stakeholder outreach (including with builders) during the impact-fee study.
