Public works staff presented an engineering evaluation showing four warrants met for installing a traffic signal at Founders Parkway and Crimson Sky Drive, including side‑street delay and accident history. Dan Siler explained coordination with CDOT, developer contributions and a procurement process that yielded five qualified bidders; Sturgeon Electric was the low responsive bidder.
Siler told council the contract amount plus contingency and long‑lead items brings the total project cost to $881,762; previous developer contributions and other funding reduce the town’s net share. He said poles and long‑lead items are expected in August–September, with projected signal completion in November. Mayor Pro Tem Kaveh criticized state priorities and the town’s need to fund some projects the state does not prioritize, and council approved the resolution 6–0 to award the contract and proceed.
