Mueller explained a $55 million revenue line tied to potential water bond proceeds expected later in the year and clarified that the town will issue debt when market conditions are favorable; the $55M matches planned expenses and does not necessarily represent an immediate bond issuance. Council members sought clarification about funding sources and the urgency of select items; staff said many items are funded from available balances or are cost‑to‑continue items. Council approved the ordinance on first reading by unanimous vote.
