Council awards waterline potholing contract to Flowline Construction

Curtis Stultz, Woodburn’s Public Works Director, briefed the council on an infrastructure work item to pothole downtown streets and locate buried utilities ahead of rerouting an aging transite water main that serves part of the city. Stultz said the potholing will allow staff to verify depths and locations of existing utilities and reduce unknowns before major pipe relocation work.
Stultz explained the work will be done with the existing water main kept online to minimize service interruptions; the city will then backfill the old line with CDF material. He told the council the city sought competitive bids for the potholing phase and recommended awarding the contract for phase 1 to Flowline Construction. "We were a little concerned about the low price on this. We did reach out to the contractor and verify that they felt that they could do this work," Stultz said. The council moved, seconded and approved the contract award by voice vote.
