Council adopts 2026 water-use updates, rebates and landscape manual changes

Staff highlighted long-term goals to reduce per-capita water use toward a 100 gallons-per-capita-per-day target by 2050 and noted recent declines in usage (staff cited about 111 gallons per capita per day in 2025). The proposed rebate programs include $3.25/sq-ft ColoradoScape turf removal (residential minimum 400 sq ft), rotary-nozzle retrofits up to $5 per nozzle, and up to $150 per ultra-high efficiency toilet retrofit.
Council approved the ordinance and two resolutions on roll call. Staff said the town will phase out the taxi-voucher program if the LINC pilot proceeds and will update outreach materials for the public about watering schedules starting in 2027 via bill inserts rather than bulk mailings.
