The annexation cleans up the jurisdictional boundary and assigns zoning that mirrors the surrounding PDP. Staff emphasized that the action does not add residential units or density.
The applicant and consultant (Westside Development/Norris Design) described how portions will become right-of-way, open space and detention areas and endorsed a PDP revision that includes private park commitments—four 1-acre parks in Planning Areas C2 and D. Planning Commission recommended approval.
Council adopted the emergency annexation (first and final reading) and then approved the PDP amendment in separate roll-call votes. Both motions passed unanimously.
