County staff told the council the pilot is planned for launch this fall and will be app‑based. "You could take it as many times as you need," the county representative said, adding that the program is not intended to ration rides but to serve mobility‑challenged residents and others who prefer not to drive. The county estimate presented to council placed annual program costs at about $2,000,000, of which the town set aside $400,000 in the budget amendment the council approved earlier in the meeting. Councilmember Brooks said he was "excited to get the pilot program underway" and called it a valuable additional mobility option for residents.
The agreement spells out service boundaries within Castle Rock and limited points north into nearby communities; staff said a fall start date is likely but contingent on operational readiness. Council approved the resolution by roll-call vote, 6–0. The IGA requires the town and county to monitor utilization, report origin–destination data, and reassess the program’s budget and use patterns at the end of the pilot year.
