Council reviews 2026 pavement maintenance program, approves consent calendar contracts under budget

Public Works staff presented the 2026 Pavement Maintenance Program (PMP), outlining recommended treatments for primary streets and several municipal parking lots and bridges.
Dan Tyler briefed council on specific work: asphalt slurry seal on Factory Shops Boulevard and Promenade Parkway; a 2-inch mill-and-overlay on Old Highway 85, Woodlands Drive and West Loop Road; mill-and-overlay or reconstruction at Founders Park and Messer Park lots; and bridge repairs on Perry Street and South Gilbert Street. He said all service contracts were currently projected under budget and requested council authority for the town manager and finance director to reallocate existing budgets among those contracts when savings occur.
Council members asked about deferred maintenance, vendor performance, timing and how sales-tax and county share-backs fund transportation. Tyler said the town uses past performance and references when evaluating bids and does not automatically select lowest bidder. He estimated overall project completion by the end of October and noted a public open house on March 23.
The consent calendar listed multiple resolutions approving construction contracts for the 2026 pavement projects and a resolution authorizing reallocation of approved funds for the pavement and bridge programs. Council approved the consent calendar items and the budget reallocation authorization on roll-call votes.
