Commissioner George Teal framed the program as a public-safety and economic-development tool, saying the service in other parts of the county produced "72,393 completed rides" and a vendor-rated customer satisfaction of "4.9 out of 5." He told council the county'wide model lowers taxi-voucher expenses and can serve seniors, people with disabilities and residents without a car.
County staff and vendor representatives described how the service operates through the Via app and a phone reservation center and emphasized that rides are free to users under the proposed municipal participation. "It is free, essentially," one presenter said, explaining that costs are shared and that Via will provide licensed drivers and vehicles under contract.
Council members focused questions on costs, data, rider limits and liability. Mayor Pro Tem asked whether the town would recover additional sales tax revenue if riders used Castle Rock businesses; the commissioners said evidence from Lone Tree and Highlands Ranch suggests positive return, but they did not offer a hard ROI specific to Castle Rock.
After more than an hour of questions about service area, hours, data access and caps on usage, Councilmember Max Brooks moved to "direct staff to work with Douglas County staff to develop an intergovernmental agreement to ally program details and conditions." The motion passed unanimously on a roll-call vote. The direction will bring a draft IGA back to council for a future vote.
