Oleg Alba, managing partner of AcreStrong, told the commission his firm provides municipal consulting services to help counties negotiate the suite of agreements that accompany utility-scale solar projects, including pilot payments, decommissioning bonds, conditional-use permits (CUPs) and road-use agreements.
"Once you sign this, there's no take backs," Alba said, emphasizing the long-term, multigenerational nature of solar-site agreements and the importance of thorough negotiation. Commissioners agreed to add an actual consulting agreement to the next meeting agenda for formal consideration and review; staff and legal counsel would work with the consultant if the commission decides to proceed. The commission explicitly stated that no CUPs or approvals were being granted as part of the presentation.
