Board continues Shank preliminary plat to resolve access and floodplain issues

Planning staff recommended continuing the Shank preliminary plat because two items required for preliminary approval were not complete: a county highway access permit and a completed fire/floodplain development plan. Staff explained the proposed split would affect access from North Rockford Road and that the county's highway and floodplain engineers would need to review culvert sizing, floodplain development permits and related culvert work before the board could approve the plat. "I would still recommend denial of the preliminary plat...So I don't think either way the plat is correct because we don't know what access is," staff said.
The applicant (Carl Schenkel) described efforts to coordinate with state trail managers and said he would be willing to move an approach to align with the lot split if required. Board members agreed continuing the item would allow the county highway and floodplain questions to be resolved and the fire plan and culvert work to be addressed before the preliminary plat returns. The board voted to continue the item to the next meeting.
