Board recommends Jeff Miller layout plan advance; flags private access and emergency egress issues

Staff presented a layout plan for a four-lot subdivision (lots 5–8) on roughly 45.82 acres, noting the parcel adjoins areas previously platted under the City of Spearfish and that the access has been treated historically as a private access or driveway. The board and staff debated whether the proposed private access should be explicitly limited to the new lots, the required emergency access provisions, and whether the cul-de-sac length and dedication notes should appear on the plat. "This is a layout plan only...it just tells them if they want to move forward to a full preliminary process," staff said.

Board members asked for clearer plat notes showing which segment will remain private drive versus public access and for a notation dedicating an emergency-access easement linking to Centennial Estates. The board recommended that the applicant proceed to preliminary plat, with staff to require the fire plan, emergency access notation and additional access detail to be supplied during the preliminary stage and before final approval. "I'd like to see a link on that cul de sac and have more information," a board member said.
