District delays Frog Pond opening as long-range facilities plan advances

The West Linn–Wilsonville School District informed the board that the Frog Pond Primary School construction has entered a default process and the insurance surety will take over the project.

"We presented a notice of default to Emmerich Construction Company," Superintendent Kathy Ludwig told the board, and later said, "the insurance surety will take over the project," noting the district has delayed the planned fall opening and that timing for the next steps is unknown while the legal process proceeds. Ludwig said a detailed memo from Chief of Operations Pat McGuff is available and the special meeting recording contains the full presentation and board questions.

Separately, volunteer David Relas of the long-range planning committee presented Part 1 of the draft long-range facilities plan, describing statutory update timing and next steps. Relas said the committee will present a findings report to the long-range planning committee on Dec. 18 and that a presentation to the full board is scheduled for Jan. 13, while a March bond summit and an April bond-summit outcome report will precede a board adoption request in May.

The superintendent and board members emphasized these are separate tracks: the legal/contract development issue at Frog Pond and the districtwide facilities planning process. "That does not mean that they are connected," Ludwig said, clarifying that the Frog Pond project is distinct from the small-schools task force work despite overlapping timing. The district will coordinate with the insurance surety and report updates to the community as they become available.

Next procedural steps include follow-up with the insurance surety on completion schedule and the long-range planning committee continuing toward the Part 2 CIP list and bond-summit timeline.
