Council approves $12 million release to state universities after Board of Regents defines DEICRT

The State Finance Council voted July 21 to release $12,000,000 in operating funds to the state universities after receiving a certification from the Board of Regents that it adopted a DEICRT definition required by Section 147 of House Bill 2513.
John Urie, interim president and CEO and chief counsel of the Board of Regents, told the council the board adopted a policy definition at its June 17, 2026, meeting and that the policy is now in the Board of Regents policy manual. "It's $2,000,000 for each of the 6 state universities," Urie said, describing the distribution requested under the statute.
Urie read the definition the board adopted: for the purposes of HB 2513, DEICRT means "diversity, equity, inclusion, and critical race theory," and a "DEICRT course" is defined by title, course description, or learning outcomes containing DEICRT-related content. The policy text, as Urie explained, excludes ordinary scholarly discussion of race or the civil rights movement from the DEICRT definition.
The governor asked for a motion to approve the resolution to distribute the funds; the motion was moved and seconded and approved by roll call. The clerk recorded the motion as passing with seven votes. The council's vote authorizes immediate release of the specified amounts to the universities under the statutory procedure set in HB 2513.
