Public works: new lagoon system online; crews finishing grading, fence work

Public Works lead Shane Koppel told the council the new lagoon system went online April 7–8 and that crews were "80-90% completed" with the project; remaining tasks included gravel, finish grading, seeding and erection of the perimeter fence. Koppel said the fence installation is underway and proposed widening the dump gate to improve access.
Councilors discussed operational steps to stabilize the lagoon liners, such as increasing the initial liquid level by transferring liquids from the old lagoons or by pumping water from the golf irrigation well. Koppel said the project to move an existing meter and water line on Higbie's property on Shirttail Creek Road is delayed while the city seeks an agreeable plumber. The council also reviewed policy considerations for not shutting off water service for nonpayment during COVID-19 restrictions and the need to send nuisance property notices.
