The Town of Haverhill’s Special Magistrate ordered compliance for a residential property at 5435 Club Circle after Code Enforcement staff said an expired fence-and-gate building permit remained open with no inspections.
CEO Joseph Petrick said a Courtesy Notice was issued March 6, 2026, and by May 5, 2026 no new permit had been obtained. Notices were mailed via certified mail and posted at the property and on the Town’s Code Enforcement board. Assistant Town Clerk Virginia Botello said the respondents must pay a renewal fee and have a final inspection by the Building Official to close the expired permit.
The written order states respondents must comply by July 27, 2026, or face a fine not to exceed One Hundred Dollars ($100.00) per day for each day the violation continues; costs of $20.45 were assessed. A Fine Assessment Hearing is set for August 25, 2026 if compliance is not met.
Respondent Mary Jean‑Louis told the magistrate the couple is seeking time to finish work themselves and is working to obtain the necessary permit and to replace a gate. The magistrate’s order establishes the July 27 deadline and the possible daily fine if the property remains noncompliant.
